Comprehensive measures will be implemented to make the state firm, fair, ethical, responsible, supportive of development, and a servant to its citizens.

A comprehensive analysis and assessment of the structure and organization of the Government will be conducted to identify its optimal configuration. Some government functions will be delegated to the private sector and professional associations.

Duplications in the state inspection system will be addressed, and the planned inspections will be temporarily suspended. The number of licenses and technical requirements from state bodies will be shortened.

The efficiency, management and governance of state-owned enterprises will be improved by shifting them under direct public control.

Preventive measures shall be taken to avoid the country's inclusion in the list of nations with strategic deficiencies in combating money laundering and terrorism financing (commobly referred to as the "grey list" or "black list") by the Financial Action Task Force (FATF), as well as to prevent being listed in the "List of non-cooperative jurisdictions for tax purposes" of the European Union and to protect against any downgrading of Mongolia's credit rating

BACKGROUNDS AND REQUIREMENTS

One of the main factors limiting Mongolia's development is the state itself. Numerous problems, such as poor access to public services, lack of transparency, bureaucracy, corruption, have been identified. To improve the government's productivity, collaboration among the government, citizens, enterprises, and investors is necessary. Correctly identifying the factors limiting the state's capability, and finding solutions will contribute to improving the government's productivity.

The recovery of state productivity aims to improve the legal regulations of the public service, put state-owned enterprises under public control, fight corruption and bureaucracy, and create a compact and efficient state structure.

STATE PRODUCTIVITY RECOVERY PROJECTS

The package of amendments of Digital development has been approved and started to be implemented on May 1. More than 570 services of 57 government organizations have been digitized in the "E-Mongolia" system, and over 130 of them are reference definitions. The number of electronic services is planned to increase to1000. The Prime Minister's Office started to take responsibility for receiving calls from the "11-11" Government's center for relations with citizens and the public. Most pointed suggestions and requests are being presented to the Cabinet meeting for possible solutions.

THE POLICY IMPLEMENTATION

Efforts to become a "digital nation" will be strengthened to improve state productivity. The number of licenses and technical conditions required by government organizations will be reduced in half by 2024.

Some government functions shall be transferred to the private sector and professional associations, creating more opportunities for public-private partnerships, and streamlining the civil service enhance efficiency.
